可以用！因為：when 本就有：「一…就…；當即」的意思。例如：
the runners started when the gun went off.
槍聲一響，賽跑運動員就起跑了。
和「逐漸」也不矛盾！ 因為：在那個譯文裡面，「逐漸」是「（開始）逐漸散開」的意思。
不過，不能用arriving這個詞。因為這個詞，實際上通常不用-ing形式。

你的兩個句子都沒什麼大問題
如果你要取「一…就…」的意思 句子中間就加 began to （見下面）
幾個建議：
1 第一句中間的逗號是多餘的。
2 police 前面要加 the
3 第二句（如下）有點文縐縐 如果你寫成這樣 別人會覺得你在賣弄學問
the crowd of demonstrators began to melt away on (upon) the police's arriving.
我會寫成 the demonstrators gradually dispersed after the police arrived.
（警茶一到，事微者就開始慢慢散去。）
因為 demonstrators 已經是複數了 沒必要說 a crowd（一群）
另外 這個句子很明顯是新聞用語 所以 melt away 不是很合適 故改成新聞語言 disperse
